The Meiji government set up the Hokkaido Development Commission in order to settle the northern island of Hokkaido, and placed the head office of that commission in Sapporo. The excavation of a new road shown here was done in the hopes of creating a route between Sapporo, where the home office was located, and the port of Hakodate.
