Born in Sendai, Miyagi Prefecture, Sugai Baikan (1784–1844) was an official painter for the Sendai clan, specialising in ink paintings. This work depicts the poet Matsuo Bashō. At the top is an inscription by Nanzan Koryō (1756–1839), the then-abbot of Zuiho-ji Temple in Sendai.
