The Saiseikan was built as the Yamagata Prefectural Hospital in 1878, constructed as part of Mishima Michitsune and the Yamagata prefectural government’s “Plan to Modernize Yamagata.” The name “Saiseikan” was given by then-imperial cabinet minister Sanjo Sanetomi. 

At the time, it was located nearby the prefectural office known as the “Bunshokan,” another symbol of modernization, but it has since been dismantled and reconstructed at its new site in Kajo Park.
